You can catch them, and call animal control, they should come and pick them up. If they won’t then maybe you can put some rags outside if you know where they sleep at night, and put some food out there for them. Then you can put up fliers in the area saying that there are cats that hang out there, and if an owner is looking for one, they just might find it there. You could also try to find them homes if they are tame enough. Hope this helps.
